Comma or not before "no matter"

Hi!

People have different opinions on whether there should be a comma before "no matter".

For example; "Some people find partners no matter how strange they are."

Is there any hard and fast rule on this or is it just a style choice?

I consider it to be a style choice. I'd add that the longer the first clause is, the more reason there is to add a comma – if only to introduce a convenient break in the sentence or a place to take a breath if it's being read aloud.
