Comma or not?

That, is crazy.
Preparing and submitting his report to the committee for evaluation and possible publication, was one of the most difficult tasks Bill had ever attempted.

I would like to utilize a comma to emphasize my view toward the subject, but, is that correct?And is this sentence correct with two commas accompanying "but"?
