Comma or no comma?

The Promise Date is used to measure on-time delivery and does not change once the order is booked unless there is a change to the customer contract.

I would write "The Promise Date is used to measure on-time delivery, and does not change once the order is booked unless there is a change to the customer contract."

Why would you place the comma before and? I don't believe the phrase "does not change once the order is booked unless there is a change to the customer contract" cannot stand alone
