Comma or and?

Hi, I need help. This is homework for my son, and I'm not sure which is the correct answer.

a) It was 11 o'clock on New Year's Eve, and Nate and Sierra were in the middle of a heated game.
b) It was 11 o'clock on New Year's Eve, Nate and Sierra were in the middle of a heated game.

I want to know when to use comma or and. Can someone explain.

A is correct. B is not correct because it has a comma splice error.
In B two independent sentences are joined together without the correct grammar:

It was 11 o'clock on New Year's Eve. -- An independent sentence. It should end with a period.
Nate and Sierra were in the middle of a heated game. -- An independent sentence. It should end with a period.

yes and I forgot the add another choice:

It was 11'oclock on New Year's Eve and Nate and Sierra were in the middle of a heated game.

I always thought that you have to use a comma before a conjunction if it is two indedpendent sentence.
