Comma of definitive relative clauses

Please some one tell me what whether the position of the comma in the following sentence is correct or not. The main reason that I didn't want to add a comma after "merchandiser" is that "that re relatively small" is a definitive relative clauses. I mean, I need to talk only about small shops. Therefore, I would really appreciate if someone could let me know the syntax of the following sentence is acceptable or not.

These days, due to the advent of supermarkets around the world, many local merchandisers that are relatively small, are forced to cease their business.

It's fine except for the comma after "small". The rule is that a subject should not be separated from its verb by punctuation.
