Comma & neither/so

Hello, I would like to know whether comma (,) should be used.

But

According to my grammar book, it states that sometimes "," in front of "but" can be replaced by "."
For example,
I dropped the vase, but it didn't break.
I dropped the vase. But it didn't break.
Is there any restriction for this rule? Can I replace comma(,) with period(.) any time I want?

I am not sure whether I should put comma(,) in front of these two words or not.
I've seen both version.

What to use, so or neither?

A: I've never been in Brazil.
B: Neither have I. or So have I.

  • Beginning a sentence with a coordinating conjunction should be done only for stylistic effect by an experienced writer.

It is not a good rule. Beginning a sentence with a coordinating conjunction should be done only for stylistic effect by an experienced writer.
