Comma Needed?

If I have the sentence:

While the government looks out for all of our well being we the people must take care of ourselves as well.

Do I need a comma between 'being' and 'we'?

It sounds odd to say 'we the people'.
It sounds fine to say 'we must take care of ...
I am not sure.

The preamble to the Constitution of the United States beings "We the people" it has specific meaning in contexts of the people and the government.

In normal situations, we wouldn't say "we the students" or "we the employees."
