Comma Insertion in Written-Out Large Numbers

252, 746 = two hundred fifty-two thousand, seven hundred forty-six (Use commas? Insert the commas as you would in the written-out numerical figure?)
OR
252,746 = two hundred fifty-two thousand seven hundred forty-six (Don't use commas?)

Thanks.
