Comma confusion

Which of the following is correct. Can someone help?

1) People concluded that contractors work an excessive amount of overtime , a practice that can, potentially, cause errors in judgment.
2) Pleaple concluded that contractors work an excessive amount of overtime , a practice that can potentially cause errors in judgment.

and If both are correct then why comma is used in 1.

Both are possible-- the comma is the writer's prerogative. In #1, the writer wishes the reader to pause and think about 'potentially' for a moment. I would go with #2, because I don't think the pause is necessary; on the contrary, it slows the sentence flow.
