Comma before "as follows" ?

I am editing a technical document and the writer frequently puts a comma before "as follows" such as

To add members to this group, use SharePoint’s standard permissions capabilities, as follows:

I don't think the comma is necessary. Thoughts?

Just delete "as follows" and put the colon after "permissions."

(If you're adding people to an existing security group, you're not using a "capability." I'd just say "To add members to this group, follow these steps:")
