comma before "and that"?

I know that we should use comma before "and" if the clause is independent. However, I am not so sure with the combo of "and that" because "that" makes it dependent, doesn't it?

For instance:

"The M5 Author talks about the Orion Reptile Queen, and she is known as the most powerful Reptilian in the ranks."

Now,

"The M5 Author talks about the Orion Reptile Queen and that she is known as the most powerful Reptilian in the ranks."

Should a comma be place here or not? I do not perceive that she is known as the most powerful Reptilian in the ranks as an independent clause.

I think you may be asking about the case where "that" used as a conjunction; for example:
