Comma before 'and'?

Sat at traffic lights today & the entire back of the bus in front shouted "Students are very pound of their school and behaviour in and out of lessons is excellent', (an Ofsted quote).

Us two education failures were trying to discuss if this school advert should put a comma in front of 'and'?

A definitive answer is vital. A Malteser wager may hang on it.
