Comma before and

can somebody tell me when to use a comma before and and when not - i'm only talking about lists,

eg

in the Middle East, in New Caledonia, on Sakhalin, and in Central Asia

vs

in Switzerland, Turkey and Norway

Both are correct. In this position, the comma is optional. Once upon a time it used to be incorrect, and I tend not use it, but lots of people do now and it's considered OK.
