When I went to pay my monthly dues yesterday, the accounts clerk told me that a fine of Rs. 200 is/was standing against my name for being absent from school for ten days.

Is the use of command after yesterday correct?

Secondly, is it "is standing" or "was standing"?

'told' is past tense. 'was' is past tense.

I said that a fine was charged.
