comma, and for 4 things

Please help me for how to write or express consecutively four things with comma and or/and correctly?

Example:
"Hazardous Substance is prohibited to import, export, produce or possess."

For this, i think that it looks not good in English writing.

yeah.. your sentence is correct, i think it's more beautiful and better than the original sentence, because all this verbs should have an object for them. Thanks a lot
