Comma after date?

How about Tuesday, November 19th, at 2:30 pm?

Or

How about Tuesday, November 19th at 2:30 pm?

I normally use the former, but would like to confirm that it is the correct choice. Also, would it make a difference if I inserted the year?

How about Tuesday, November 19th, 2013, at 2:30 pm?

In your example, I'd omit the comma after 2013 because you have the preposition [ taking its place (?) ]. Many would disagree with me, but I'm used to that
