Comma

Hello,

1. Researcher recently announced the earth could actually withstand up to 200000 times the current population.

I have a problem with the part of the sentence in bold.

Is comma or 'that' required?

1A. Researcher recently announced, the earth could actually withstand up to 200000 times the current population.

1B. Researcher recently announced that the earth could actually withstand up to 200000 times the current population.

Please explain the construction of the sentence (1).

Thanks.
