Comma

'The Telegraph' uses the following as an example with the comma inside the quotes:

“I know of lots of people in my industry and others who have gone to private equity simply to avoid the vitriol that is poured upon successful businesses,” he said.

In the following sentence, would we also place the comma inside the quotes (as exemplified) per BrE?

When he said “I know of lots of people in the industry who can assist us with the project,” he meant it.

What could be the logic for having the comma inside the quote?
The comma is not part of the quote! The comma should be separating the dependent clause, which includes the quote, from the independent clause "he meant it".
