Comma

"Under it, Ottawa will play a much smaller role in protecting people from harmful projects, while retaining the right to basically rubber-stamp big projects that powerful oil interests want."
Is the comma before "while" even necessary?
I see it as incorrect since splits the sentence into two clauses, which is not supposed to be.

Hi, I would call the comma optional, and I prefer it. It's quite natural tp pause at such a point in a long sentence like this. The pause gives the reader or listener a few seconds to think about and understand what has just been said, before continuing with the long next part of the sentence.
