Can I say ,

(a) When the rabbit woke up, it saw the tortoise coming to the / running to the / reaching the finishing line. The rabbit ran as quickly as it could, but it was late too. Finally / At last / At / In the end, the tortoise won / had won / won a race ( won in a race).

(b) When the rabbit woke up, it saw the tortoise was near / was at the finishing line.
