Is this correct?
He doesn't know how mean he comes across. He can be mean at times but he doesn't realize it.

It should be He doesn’t know how mean he comes across as. To come across as is to make a particular impression. It has the same meaning as come off as.

He comes across as mean. (Not He comes across mean.)
He comes off as mean. (Not He comes off mean.)

To come across (something) is to find or encounter by chance.

This is probably correct. However, it doesn't sound very 'familiar' to me.
