Even though "Please see me after class" would normally do, I wouldn't quite say that "come" is a "dummy", nor that its purpose is to "stress" the verb "see". It still does have its usual verbal meaning. In other scenarios the "come" part may be more important or less easily implied, in which case "Please see me" may not be a sufficient replacement for "Please come and see me".
