I have seen both of these phrases -- could you please tell me which one is more natural?

Before he came to power...
Before he came into power...

Both are equally natural, but styles change. Take a look at this Google Ngram and you'll see that World War II changed the usage of these expressions quite dramatically. Before the war "into" was used much more. After the war "in" became the preferred word. So don't use "came i
