Come looking

Let's say Person A kidnaps Person B. Person B belongs to an organization of 5 people.

Person B: It's only a matter of time before they come looking.

I have trouble understanding this.

Does it mean that the person believes that the people will start looking for him soon? Does it mean that the person B believes that the people will arrive at where he is kidnapped looking for him soon?
