Come in the way of

Hi everybody
I`m reading a book but I can`t understand the meaning of "come in the way of" in this sentence:

And these are also stories of the rules that enable, but can also come in the way of, achieving the institution’s own goals.

Is it just like "get in the way of" which means prevent?
