"come 2020"

This is the prototype of a lunar probe called the KIST Rover, which researchers hope to launch come 2020.

I have seen some awkward sentence, especially "come 2020". I think that it means when 2020 comes or something and is it okay to write it that way for the meaning or is there another meaning? What do you native English speakers think?
