I can't say if this is proper grammar or not, but I would use combing hair as an action (She's combing her hair) and hair combing as the thing itself, independent of anyone actually doing it (hair combing was an essential part of her routine). That would make this sentence, to my mind, incorrect, or at least a little awkward.
