Combination of tenses

CFU head Deon Theron said agricultural production had fallen by 70%.

He also said that President Robert Mugabe and his family now "owned" 39 farms.

Mr Mugabe has always said that the land seizures were needed to correct colonial imbalances and that beneficiaries would only get one farm.

His officials have not yet commented on the report.

[ CFU = Commercial Farmers' Union ]

................................................................................................

Mr Mugabe has always said that the land ... [ This is present perfect.]

... were needed [ This is passive .]

... beneficiaries would only get one farm [ This is past tense.]

Is it fine to mix all the tenses here?

Mr Mugabe has always said that the land seizures are needed to correct colonial imbalances and that beneficiaries will only get one farm. [ THIS IS THE CORRECT SENTENCE.]
