Color and pattern of shirts

Hi. Please help. Is a blue and white striped shirt the same as a white shirt with blue stripes, assuming both have blue stripes? Also, could we say "plaid shirts," "checked shirts," "striped shirts" and "polka-dotted shirts" as "print or patterned shirts"? Thank you in advance for your help.
