Colon use at the end of paragraph

If I use a colon at the end of a paragraph, does this show the following paragraph is subordinate to the first, and, if so, should i indent the following paragraph?

EXAMPLE:

The decision was as follows:

You have failed to take the proper action and have been terminated from your position.

It is with regret we ask you to pack your things and immedaitely exit the premises.

This is not a real example...just one that shows the type of question I have.
