Colon or comma?

Can I use a colon in the following sentence, or do I have to use a comma? Why?

She formed the Commission to research how the facility treated its most vulnerable citizens: the elderly in the technical assistance program.

or

She formed the Commission to research how the facility treated its most vulnerable citizens, the elderly in the technical assistance program.
