Colloquial usage of the word "read

Could someone explain this particular usage of the word, "read"? It was used on an online forum like this:

"You are then offered 'premium' (read: expensive) packages."

Another way to put that would be "for which read expensive". That has probably been shortened to "read" Emotion: smile
