collective nouns in plural or singular

The audience, who were largely students, were soon on their feet as they cheered the performers.
The committee, which met soon after it was appointed, had difficulty in agreeing its method of procedure.

Question: when do collective nouns have to take plural concord with the personal pronoun(s) and the verb(s)?

My clumsy try: It depends if your views are inside of the collective noun to describe its components' state, nature, etc... or outside of it to mention the collective noun as an integer, especially while comparing it with other units at the same level.
