the answer is D, but asker is insisting that collection should be collections, and I think it's ok to leave it as collection since it's discussing a single building.

Asker is correct. Absolutely it is "collections". This does not refer to the building, but the art objects that are inside the building. One collection would be paintings, another would be the furniture, and another would be the decorative objects (clocks, vases, lamps, and so on.)
