How do 'collaboration' and 'cooperation' compare?

The word "collaborate" can be used in a neutral way - "Fred and I collaborated on a book about Scotland a few years ago"

However, it can have a negative meaning: to work with an enemy occupier of your country, against your own people. For that reason, I think I would avoid the word collaborator
