I have a cold and my friend tells me:

You should get some warm clothes on! And it doesn't help how the climate's slowly changing.

Can this be said?

If a native speaker said this to me, I'd take it as compounding the original situation.
And another thing! When the climate is slowly changing, you're going to catch a cold no matter what you do!

"It doesn't help when" is sort of an idiom.
