1. A "counterpoint" is not really a "competitor". It is more something that complements in a contrastive way.

2. It is saying, for example, if Documenta is held in 2000, 2005, 2010, 2015, 2020 ... then Skulptur Projekt is held in 2000, 2010, 2020 ... (I made up the dates for purposes of illustration). Though you refer to "highlighted sentence", the highlighted part is not a sentence.
