Coincidental with the Treaty, Lenin personally pledged that if the http://en.wikipedia.org/wiki/Czechoslovak_Legion would stay neutral and leave Russia, they would enjoy safe passage through http://en.wikipedia.org/wiki/Siberia on their way to join the Allied forces on the Western Front.

I think "coincidental with the Treaty" is an adverbial participle phrase and that the subject of that is the following clause.
If so, I'd like to know if I can rephrase the phrase into the following.
"While it being coincidental with the Treaty,"
