Coin of the realm

Hi teachers,

I came out of activist, grassroots polictics, where the coin of the realm was issues and policy positions. Activists sometimes are wired even to look past the personal touch, the emtional connection, for fear it distracts from the agenda.

1. What is "coin of the realm"? Is it a phrase?

2. Does "it" refer to "personal touch"? If not, would you tell me?

1-- grammatically, I suppose it must be the former, but notionally it can be either, and proximally it must be the latter.
2-- Yes (unless he viewed them as a single concept)
