Former top cop Kiran Bedi welcomed the move saying, "It will be really interesting to see how states will react to this. It was long overdue. We have to do away with cognizable and non cognizable offences. Most of the crimes earlier used to unreported and police did not register FIRs because they didn't want more workload and also because they wanted to show artificial control of crime. This is going to be whole new dimension of policing. It is the biggest gain from Ruchika's case."
From the dictionary, 1. Cognizable = falling within the jurisdiction of a particular court of law and therefore able to be tried by that court
As per that, I guess it means "offences that are falling under our jurisdiction and all other offences(that are not under our jurisdiction)".

Hi, I suppose so. Is he saying that he wants to do away with the idea of jurisdction? Sounds a bit odd to me.
