Codification of laws

What does it mean when it is said 'laws have been codified'? Please tell me. Thanks.

Are there countries which have laws without codification?

The laws are organized into a system. I'm sure all countries have them, though perhaps smaller & very primitive groups do not. , as in the structural safety of buildings (building code), health requirements for plumbing, ventilation, etc.

My understanding is that the codification stands for when laws are properly phrased, punishments decribed for breaking them are outlined, and then properly enforced by the government etc.-- Theoretically, yes. No doubt the laws of North Korea and Somalia are codified, however.

Yes, the countries you mentioned might have laws which have phrased and the punishmentst outlines, but the third part is missing - the implementation. At least, I'm sure that Somalia doesn't implement the laws. Would you call it codification? Please

Clive, I will definitely read that article and will read this thread several times. I'm still confused about codification in Somalia when there is no or very 'little' implementation of the laws. Perhaps, re-reading the comments of Mr Micawber will make it clear to me.
