"coal-hearted"

I've never heard of this expression before, so I take it that it's not usual/culturally compact? (But of course I can infer from the words it's consisted of that it means to convey of the character of an extremely evil-hearted person) The original context goes as: "After four years of high-school finals, I heartily agree — final exams are godless, last-minute GPA killers administered by coal-hearted masochists.
