CNN News

Hi,

I read the latest news on CNN's website and some sentences confused me. Is the word "power" used in the below sentences a noun or verb? And what's the meaning of "...bringing to power a man..."? Does it mean Narendra Modi or someone else bring power to Modi?

"Narendra Modi, the leader of the Hindu nationalist Bharatiya Janata Party, claimed victory as India's next Prime Minister on Friday, bringing to power a man whose controversial past at one point led the United States to deny him a visa."

Help me please. Anyone's reply would be highly appreciated!!
