The owner of the apartment overbudgets the electricity expenses so as to maake sure the tenant does go over that amount in electricty per month so that he doesn't have to pay out of his pocket (what i'm trying to say is that electricty normally costs 50 and her charges them 100 just to make sure he doesn't have to pay out of his poket) The two 'so' clauses don't work together.
