Clumsy sentence?

According to the Meade Report (1961), Mauritius’ over-reliance on sugar and increasing population would have created a Malthusian catastrophe had its government not adopted two development strategies: import-substitution and export-oriented industrialization, the latter of which later gained protection through the Export Processing Zones (EPZ) Act, which by 1977, had created 100 firms employing over 20,000 people (Lange, 2009).
