I can think of no case when they are not interchangeable, except for the odd collocation like 'clothing store' (and even there 'clothes store' occasionally occurs). 'Clothing' is uncountable' while 'clothes' is a plural-only noun, so use 'clothing' when you are thinking of a mass of wearing apparel and use 'clothes' when you are thinking of many pieces of clothing.
