Hurricane Sally moved slowly closer to the US Gulf Coast on Tuesday...

Why do we need "closer" and "close"?

I only see "closer".

It moved so that it was closer to the coast than it had been earlier. It has not reached the coast.

If it had moved to the coast, it would now have reached the coast.
