Hello,

That is from a paragraph in which the writer tells about a building, somewhere like a hotel.

Nothing fancy, your standard closed-circuit, likely feeding to a digital recording system, a stack-burner for DVD-RWs.

I couldn't tell if he's referring to an actual electrical system by closed-circuit, or if he's using it like an idiom, trying to mean something else?
