Close to shore/close to THE shore?

Should I add a definitive article to this clause("somewhere 'close to shore'")?(same logic, should I add "a" in this question sentence? Why or why not???)

I've heard people say it without the definitive article when using it but then, on the other hand, don't people mostly say "close to town" instead of "close to THE town"?
