I think I hear something different in the "on issues" part.

Mister MicawberPlease give us a more accurate time.Although I said "around 10 mintues", 10:00 is a fairly accurate time, when the quoted sentence starts.

He appears to stumble over word choice—a common occurrence in the spoken language. Perhaps he changed his mind on what word to use. Unfortunately, I cannot figure out what word he began. To me, it sounds like this:
